Excellent suggestion. I would see this being a great three-parter
An overview of what fractional is, an interview with someone providing fractional and an interview with a business owner using fractional.

Large businesses have a CIO or an IT Director as the top level executive accountable for the technology in that business. Small/Medium sized business often have the same needs... but can't afford a full time experienced CIO.
A "Fractional CIO" or "CIO on-demand" can be the answer. (https://en.wikipedia.org/wiki/Fractional_CIO)
